If it is supposed to mean stay at home it should still be stay at home.
The quote I posted could be interpreted as stay exactly the same as it is now. Alternatively it could mean everyone back to work, but otherwise don't go out unless you're shopping (at a wider range of shops) or exercising (whenever you want).
Two vastly different scenarios and a really vague and unclear message. That's dangerous when we've seen so many idiots struggling to follow the stay at home message.
