The Norwegian Royal Family has a right to this title even though they do not use it (although I’ve suspected the “HH outside of Norway” for certain members is plucked from this right) and the male-line descendants of Elizabeth II and Philip have a right to this title barring proof of a valid renunciation of said title by Philip (none of which has ever surfaced; the reality is he likely only stopped using the title).
