I know it’s slightly off the subject but that’s similar to the way they count how many soldiers the Army has , for example they reduced the man power to 82000 with the redundancies, they then published figures of just over 74000 soldiers, over 7000 short of the target, in reality we are way less than that! To get to that figure they’ve included recruits that have enlisted to start but not yet passed training, also those that have left/resigned but are still within the call back time. Then factor in a third of those are what’s called downgraded (undeployable ) through injury, mental health etc.
