    No Red, the question is quite clearly confusing loyalty with purchasing and attendance and even if you ignore that it still becomes a bit fuzzy.

    The opposite of loyal is DISLOYAL. As a loyalty scheme (subjective) the Coop Board looks like it has decided that many of the fans who may miss the cut because of financial pressures, illness, work patterns, childcare, distance etc are disloyal. It isn't what you mean, but it how it can look.

    You also use the word attendance. Attendance falls into a similar trap as loyalty with regard to illness etc.

    However, as a frequent ticket purchaser benefit scheme (objective) it is not so bad so long as you only count home matches. It isn't clear whether you think the club should do include away matches or not. You also are not clear on how you might expect the club to 'avoid locking ... new supporters from the scheme'. I see why you have not suggested anything because this is something of a mind bender with it coming right after the rules you laid down. Implement this. But don't?

    Do you think the club should implement the frequent ticket purchaser benefit scheme (objective) before we have the capability to assign each ticket to a named person? Currently me and Dave buy tickets for each other and attend most matches but the system shows we each purchased only half of those matches.

    FWIW I like your headline rules so long as it is a frequent ticket purchaser benefit scheme (objective) including season ticket holders for home matches only with physical attendance not coming into play, and implemented only when the ticketing system is able to assign tickets to the person intended to sit in the seat with the ticket.
