there is not enough matching of personal skills/experience to the needs of the individual person to be cared for.
It doesn't help that the wages for care staff are so low. People with the necessary skills/experience aren't necessarily going to be on the front line when wages are tiny, so you're left with the either newly trained or those lacking the skills.
That's a bit of a generalisation, I know. When my mum was dying last year we had a couple of girls come in for her final days that were absolute superstars and I couldn't praise them highly enough. But the night sitters were utterly useless in every respect. Similarly any carers my dad had when he was dying were more of a hinderance than a help.
