Totally. There's a historical school of thought which says though the historical memory is one of the most effective tools for at least trying to avoid atrocities. It's largely unsuccessful, as you say, but it's an interesting thought. For example, whatever it became in the end, the original purpose of the EU was a postwar attempt to prevent military conflict among major European nations. I don't want to make a political point as far as possible, but it has at least been successful in that aim.
Likewise, there are some who suggest, for example, the horror of the Holocaust is being lost in consciousness because there are few remaining who lived through it. While we shouldn't venerate the glory of war, it's always worth reminding people that things like that happened. It's not failsafe, but it's something
