As I understand it 'underlying health conditions' covers a broad range of conditions
The stats include both things like diabetes normally under control with drugs (so life expectancy otherwise measured in years) to incredibly late stage cancer (life expectancy in days)
While you could definitely say some of these people would have died anyway, it's certainly not universal.
