It doesn't say that though. It says you can only spend within given limits. The alternative is to make it a free for all. It's a legitimate option but it's one with even less of a future than the current model.
I know plenty of City fans - most of us living in the area will do, of course. Some are decent as far as we're concerned. Some are absolute tosspots. (And we saw how they were collectively back in the day.) Overall they are much worse than Man U fans in that regard IMO. We should never have had the temerity to beat them and to enjoy it.
As NRC points out, they're also a bunch of hypocrites when it comes to money, their club and the team they hate most. The one thing stopping me from splitting my sides at present is the belief that this ban won't stick. Their untold sportswashing wealth will buy them decent enough legal advice.
