Cumberland and Albany require specific actions of Parliament in order to become available again.
After more thought I believe creation for "lifetime" is a great idea. It means that as a lifetime title it can be created again and again.
In that manner Edinburgh can be held forever by a senior working royal, and not become distanced from the royal family, as the Gloucester and Kent titles will.
The King has opened up a very practical way to perpetuate his father's memory.
Consider that the title of Princess Royal is a lifetime honour.
Another lifetime Dukedom or two could be created in future as needed.
