Trouble is most of the Beeching era land has been sold off. We couldn’t reopen any of those lines if we wanted to.
It’s all myopia: we don’t need these things now so let’s bin them off, it’s the era of the car dontcha know. The lines should have been mothballed. Not kept functional but kept available in case future capacity was needed, but the desire to make government figures look better at the time overruled long term planning so land sell offs won out.
