Congress' Intent: Congressional Research Services / Statutory Presumptions (by law clerk Nichols October 2010) provides for the VA to include Incubation Periods in compensation awards. See CRS Statutory Presumptions page 5 footnotes... for yourself. Such seems to help provide sanctions against the DVA for delaying / denying valid claims... effective dates...
