
It's your decision. In the past I had cats and birds. But they were very special cats who were with me before I got birds, and never bothered wild birds even when the birds landed on them and pulled their hair out for nesting. I was still very careful with all concerned. I'd never risk it with any other cats after they passed away.
I can't say no or yes, you have to weigh the risks and decide for yourself. Max could panic and end up on the floor and be at risk for a quick attack. The dog could be upset by Max and bark a lot. those are the cons. The danger, and all. The pro is company for you. The con is him not being company for Max.
Again, it's totally up to you. I know other folks have had dogs and birds. I know in tiny apartments like you and I live in, there's no keeping pets separate, or rather there is, but it's difficult. Let us know what you decide, okay?
