I'm not sure that first lady is a term used in Finland, but I'm curious about one thing: Do you mean the the President's wife are higher ranked than the Prime Minister?

I used the term 'first lady' according to the definition given here: https://www.lexico.com/definition/first_lady
"The wife of the president of the US or other head of state."
