The police are talking out of their arses if you're told otherwise and I'd certainly take offence to being 'warned' by them if I was out and about on my bike. Unfortunately, most of them are unable to properly interpret the rules. More than one force has had to apologise for, amongst other incidents, harassing families in their own gardens and snooping in people's trollies while they're out shopping.
