Yes but if you're told - "3 weeks of lockdown", when it comes close to the end of the 3 weeks (like now) people start asking "what next?", and if they sense a feeling of government being vague, feeling like the government are just letting it slide then they'll feel the void with rumours, hearsay, made up stuff.
The government needs to take control of this, by coming out and saying something along the lines of, "Following the completion of the previously announced 3 week lockdown period an official announcement regarding next steps will be made on Monday".
Now that announcement may be "crack on as we are", "things get stricter", "restrictions partially lifted", to "restrictions completely lifted", or anything in between or beyond.
The actual content of the announcement, and the reasoning behind the content is completely and utterly irrelevant. It's about making it clear there will be an announcement to try and prevent dangerous hearsay and rumours.
