I had a worse-yet experience 50 years ago with a neighbor on the left, a beautiful young woman exactly my age, who had emotional problems. The development was brand new, her driveway was not yet poured, she was sweeping the dirt. I had just moved in. I saw her outside and went over to introduce myself. She told me she had bought a flag lot (it was offset behind and to the side of my house) because she didn't want to be bothered by people like me, and she continued sweeping the dirt, which landed on me. That began a war of a couple of years until her husband divorced her and she couldn't afford to stay here and had to move away. She had three little boys close in age to Mike, and they loved to play together, but she would not allow them to. She even threw things at Mike if she saw them playing together. He was only about 7 at the time. Her husband begged my forgiveness, and soon he was gone. And then, thank god, so was she. What cracks me up is that I saw her on Facebook a few years back, she has gone to another state and has become a minister. Pity her poor flock.
I would definitely call the city if they don't do anything. That tree could come down and kill someone, especially in rain and high wind.
