I'm giving him the courtesy of contacting the town himself because it's his tree. If I don't get results I'll start with the town myself. We can solve the access problem when George gets home by cutting down the lower limbs ourselves but I'll be damned if I'll be responsible for taking it down. So far, I have already picked up the entire tab for replacing HIS fence that had rotted. I offered to pay for the cost of replacing materials with a wooden fence if he would install it and that never happened and I wound up with fence sections flying in the air like flags. I bit the bullet and replaced it with vinyl fencing. I'd hate to see what's happening on the other side.
