I am assuming the portrait you are talking about is this one.
George IV's visit to Edinburgh and Scotland in 1822 was the first visit of a reigning monarch to Scotland in nearly two centuries, the last being by Charles II for his Scottish coronation in 1651.
The King arrived at Leith (now part of Edinburgh) on 14 August 1822, but landing from the ship the Royal George was delayed a day due to lashing rain (nothing changes ). Finally the King departed his ship on 15 August to be met by the Organiser of the whole visit Sir Walter Scott.
Later, Saturday 17 August, he held a reception at The Palace of Holyroodhouse where he greeted the the great and good in his Highland outfit. The King wore flesh coloured stockings to conceal his bloated legs. His kilt was too short, being a few inches above the knees instead of knee length. Most people mocked the outfit and many satirical cartoons were created lampooning it.
During his visit he did not stay at the Palace but rather in Dalkeith House outside the city.
On the Thursday he visited Edinburgh Castle and greeted the crowds from the battlements.
On the Sunday the King went in state to the Sunday Service at St. Giles' Cathedral. (It was not a Service of Thanksgiving and Dedication. The King was 2 years into his reign) On the following Monday he made a private visit to the Palace rooms of Mary, Queen of Scots. There was then in the evening the Caledonian Hunt Ball. He appeared in a Guards uniform. On the Tuesday, 27 August, he made his last and least formal public appearance, at a theatre performance of Sir Walter Scott's Rob Roy.
The visit finished on Thursday 29 August, which saw his one and only trip outside Edinburgh's area, with a brief visit to Hopetoun House which is west of Edinburgh. Again the crowds waited for him in the rain. On departing Hopetoun House he joined his ship at nearby South Queensferry and left.
