difference in dress code?

Im not well aware of the Order of the Thisle but HM is wearing his uniform underneath his cloak, the Queen is wearing a long white gown but the Duke of Rothsay is in loungewear or is he wearing his airforce uniform? I cannot really see it well.
Has the order a limited amount of knights? It would have been nice to see the Duchess of Rothsay in the same green mantle and long gown as well.
