I haven't confirmed it but I think you're right because it makes sense. Plus looking at the circle of the crown it doesn't look like it could be cut to be made smaller so it must have some type of padding or something else within to control the size.

Do you think they will change the size of the actual gold band of the crown?
I thought there was a "fabric" ring or padding inside the actual gold band of the crown - and it is that "fabric" ring/padding that is modified to fit the monarch's head?
