To be honest, if I let my S. minor seedlings run wild, they become so thick that they become like grass. I don't even notice weeds popping out between them. That, however, is in mulch. At least in my mulch and with my variety of minor, the minors win vs the invading Bermuda grass. If you wanted a hillside of minor, I would think you would have to spray the hillside down and kill the grass, then throw down some mulch and then plant a few larger minors, seedlings and let the future seeds do their thing.
You could also plant the minors and then do a ground cover.
You could also do Loblolly pines. The needles keep the grass from growing.
