I doubt he has authority to create coat of arms of titles created by the King of Spain by Royal Decree (countersigned by the Minister of Defence). But , as I posted, I cannot give you an precise answer.
Furthermore, he tried to have his position recognised by the Ministry of Justice as successor of the previous Kings of Arms and his application was rejected.
