Probably Benedict IX, but nobody knows for certain who the youngest pope was. In any case, there have been younger bishops. Prince Frederick, second son of George III, was born on 16 August 1763, and was elected Prince-Bishop of Osnabrück on 27 February 1764. He was known by that title until 27 November 1784 when he was created Duke of York and Albany and Earl of Ulster. On 2 November 1802 (during the French Revolutionary Wars) the principality of Osnabrück was abolished and its territory was absorbed by the Electorate of Hanover: “As we have agreed with to its cession and evacuation with its Sovereign, our beloved Prince Frederick Duke of York and Albany”.
