Spain did not legally exist until the XIX century, when a constitution was adopted.. So, Isabel was Isabel II of Spain , actually the Spains, after 1837.
But her ancestors styled themselves with the titles of their different territories and sometimes had different ordinals in the different Kingdoms. For example, Carlos III was Carlos VI of Navarre, when he swore to observe the laws of Navarre. https://liburutegibiltegi.bizkaia.eus/handle/20.500.11938/73665?locale-attribute=fr
Usually, only the ordinal as King of Castile was used.
What about her? The first Isabel reigned over Castile only; yet, by the time her descendant and namesake ascended the throne, Spain had long been united into a single kingdom. As it is, history -- whatever might be said about the Carlists -- has acknowledged her as Queen Isabel II of Spain (not Isabel I).
