My expectation is that he will even leave the York sisters as princesses.
He may not need to change anything if Harry looses his place in line of succession and his titles either by freely renouncing them (not sure if that is a legal option for him) or by loosing them through an act of Parliament.
Louise and James have so far never used their HRH or princely status and might prefer a life outside the limelight only attending family events. More in line with the children of Princess Margaret and the Princess Royal.
That is one possibility. I think he is more likely to simply restrict the HRH to children of the Sovereign and children of the heir-apparent.
The big question will be does he limit that to apply to his descendants only, or does he "back date" it George V did and strip HRH from those who already have it (York girls, Gloucester, and the Kents).
When Charles is King he says he wishes to slim down the Royal Family and we could find him introducing a Royal House and a Royal Family. The Royal House being made up of all those previously mentioned, whilst the Royal Family being the head of the family and the immediate heirs (Charles, William, George, Charlotte, Louis and in place of the Sussex family the Princess Royal).
The short answer: people with HRH or HM.
The Dukes of Gloucester and Kent are considered members of the RF but their children are not. The Princess Royal, yes, her children/grandchildren, no.
The important thing to remember is the Royal Family is difference from the Queen's family.
In the United Kingdom, who is considered to be a member of the Royal Family? All descendants of Queen Victoria and Prince Albert? The descendants only of King Edward VI? Only those descending from King George V?
