Hello if I had to make a guess I would say the burner is depressed for high wind operation. Look at the curviture of the side of the pot as the wind blows and hits the side it would tend to deflect most of the wind up and over the burner allowing it to function in high winds. I do agree with you it might cause an issue with rain or snow but I bet you after it burns for a while it is hot enough to burn water off as steam. Just a guess
