As Mike said, it's probably just a reflection of the high infant mortality rate. I've been doing some research using the burial statistics, and throughout the whole history of the cemetery the percentage of infant burials (under 2 years old) was about 30%, but this was closer to 40% during the early years of the cemetery.
Approximately half the total burials were of children under 10 years old.
