£100m is of no matter to Chelsea and City, (definitely) and possibly Arsenal and Liverpool given the depth of their owners pockets. It would just get funnelled in by 'adjusting' sponsorship agreements. Glazers would just borrow it against club assets. I'm not certain about Tottenham's finances.
So financial penalties are irrelevant. The only currency these people understand is points and access to European competitions. They should start next season with a significant points deduction, (or the order that Luton faced - minus 30), and a ban from Europe.
I cannot conceive that in the rules of the Premier League that there isn't a clause which would deem what they have done as 'bringing the competition into disrepute', or something similar. The lawyers would have a beanfeast, but if the PL / FA / etc don't fight this one then there is absolutely no doubt that the Big 6 will end up the winners.
And the sad and sorry thing is that all their fans who were up in arms will have swept all mention of this episode under the carpet within days.
