Personally, Bungle, I thought it was one of those. He could have, I understand why he didn't*, so not, as you say, 'should have', but certainly wish he would have.

*What I didn't get with the first VAR decision was that it was 50/50 coming together, and the view the ref saw did not clearly it was a foul.

The second VAR decision shows that a lot of footballers are, shall we say, not the sharpest tools in the box. Having taught a few, I can vouch for that.
