Happy to stand corrected here but don't think we can say the council own the ground as was prev the case before the club owners entered into the long lease with the council, the council now owning the freehold and presumably taking an annual rent off the club, all be it prob a nominal sum. As such redevelop costs would likely be the clubs responsibiliy..I'm guessing whatever the cost is it'll have been budgeted for, financially planned..
