Every monarch can spend that private wealth as they please. In the past a lot of relatives lived of the monarch. If Charles wants to support family members like Andrew and Harry from that wealth, he certainly can. Grace and favour places are more difficult these days as one has to have (had) some sort of formal role to be eligible. Notable exceptions are Beatrice and Eugenie. QEII bought an estate for Anne. I am sure Charles can buy one for Harry. Maybe they are estate hunting...

The monarch leaves the bulk of his / her personal estate to the next monarch as it does not incur inheritance tax. At 40% over the first £1m it’s a nice bill to not pay .

Even they and their advisors should understand that under William V royal titles will only be for working royals and those who after long service have retired.
As for the financial motivation Charles inherited quite a bit from the late queen but it seems the tradition is to leave the bulk of that to the next monarch. We don't really know how cash-strapped Harry is but even he must understand that any income from the monarch's private purse will come with hefty non-disclosure rules.
So im not sure what the main reasons were for returning to the UK but I have long giving up trying to understand two people who seem to dig themselves in even bigger holes than they were in before.

I think you give her too much credit. I see little proof of a strategy. It's all improv, ill advised and not very convincing. Americans might fall for her hysterical cooking and decorating antics but in Europe we have a good laugh and switch channels quickly when we see (through) her. What is she going to do here? Make a series about British food heritage? Start a party company? Selling preserves? An acting career? Doubt it. Harry can t play second fiddle to his brother ever again after what he said and done so he will never have a role in the institution. The highest reachable goal is to be on speaking terms with the Wales's again and being invited to the odd private family gathering. His work for the few UK based charities he remains involved in does not pay for Estates in the Cotswolds and Montesito. Neither will documentaries for Netflix. They tend to be rubbish. That beckons the question: why are they back? Can t be the lovely countryside, pub food or their family and friends because they hardly have none on speaking terms left. So that leaves: The Titles and Money....

But another thing you're leaving out there is that he surely discussed his intention for the return to the UK with his father during that meeting this past summer...and it happened within weeks, so...nothing "impulsive" about the Sussexes, ever. She is calculating in every single long-term and daily decision the two of them make. With the application for RAVEC security, the persons to be given that have to apply for it - and those two apparently have applied, and it's still under consideration.

Mmm it seems all so impulsive. The timing is off. Projecting for 5 years they love their Californian barefoot life and then shortly after spending the summer in the UK and visiting his father they decide to return without informing his father in advance and without knowing if the security can now be arranged properly. What baffles me most is that Meghan clearly did not feel at home in the UK for well known reasons, all her friends are in the US and now all of a sudden they are back with the children in rural (and slightly boring) England. So now they are simply going to base themselves here and continue what they were doing before? I just don't buy it.
Maybe it was discussed over the summer that the only way forward with a reconciliation was a move back and proving to his family they can keep a low profile and their mouths shut. The first one is easy, the second and third will be tested in years to come... Making a documentary about his mother does not seem a good idea in that scenario... It's all very conflicting...
