the Chapel Royal is the large window to the right of the main entrance gate. The Queen's chapel build for Henrietta Maria of France is the one now separate from the palace.
From memory, if it is the building that I am thinking of, then yes, inside the palace complex, but publicly accessible, though easily closed off.
Is the Chapel Royal well within the grounds of St. Jamas Palace, and not viewable from city streets? I can't recall. Have there been other funeral or memorial services held there in past years? I don't remember hearing of any.
Around 140 friends and family gathered at the Chapel Royal in St James's Palace in London.
