Sometimes the staff can get carried away. Reminds me of a time the late Duke of Westminster paid a visit to discuss some Grosvenor projects with my husband. The Duke's entourage told my husband to call him Your Grace but when the time came the conversation was so easy and natural that addressing him as Your Grace would have seemed stilted.
Apparently, in preparation for their "royal tour" in Canada last week, staff at the various organizations involved were told to call them Sir and Ma'am. Veddy royal!
If Harry truly wanted a normal life for himself and his family he could have stopped using his title. He didn't. Perhaps he likes to say to people who fall for it: oh no just call me Harry but in fact he does not want to be just 'Harry'.
