This is for those that are full time band directors that are labeled as admin. When the pay raises become official will you get one too? The full $8000 raise? Or, too bad, you’re admin so no raise for you?

If you're classified as an administrator, you may not be seeing much of a raise. It depends on your district. Your HR department is who you should be asking.

District set pay scales for non-teacher positions. This includes admin. So, if the base teacher salary gets a bump, this does not mean admin automatically get a bump. In fact, that doesn't even mean teacher get a bump. The state's teacher salary scale is just the minimum district must pay. Nearly all districts now pay above that. I know of some districts who will adjust their pay scale to absorb any increase from the state and just keep salaries the same. My own district did this the last time the state raised the base salaries.
In short, it will probably be "too bad, you’re admin so no raise for you" or at least not as big as teachers since that would be directly funded by the state. But, I'll be honest, I haven't read the final bill so I could be wrong, but that is how it has worked in the past.
Admin may see some raise but it is far more common that teachers get a bigger percentage. If nothing for just PR reasons - if you give everyone a 5% raise the people at the top get a bigger dollar figure than the average teacher in the eyes of the media.
Anything other than standard Ch 21 contract probably gets a little boost, but not the same rate as everyone else. Your contract is more individualized (even though it may be on a ladder on the back end that you can't see)

Our district is doing something similar. They are adding the raise to the teachers and adjusting all others to compensate for the raise. This way other teachers are not making more now than their admin contracts. Each district can adjust their admin contracts however they want.
