#4 - Does the student have to pay for the lessons if they don't qualify for the lesson scholarship? I don't see how you could use that to keep a kid from earning a spot in the varsity band if so. That would split your kids into haves and have nots it would seem.
Disclaimer, I have only taught in schools with low socioeconomic numbers in the 80-90% range.
