My understanding is that you cannot require students to be enrolled in private lessons unless they are school funded. I’ve been involved in programs where lessons were highly encouraged, and it was almost impossible to earn a spot in the top band without lessons, and at school that had generous funding so that any student who needed funding assistance for lessons received that.
