Before you judge someone who didn't make a 1 at UIL, learn about their circumstances.

Every school and community is different (even within the same large districts).

And stop feeling superior to others because you have networked your way to those better schools. Be proud, sure----but you arent that special, at the end of the day if public education in Texas sees massive cuts, they will cut the band director ansd band program before they cut the math teacher.
