That's a lot of stuff to digest! I recommend reducing it when submitting it to your region.

Easiest solution is to grade more to the rubric. This will produce lower band rating overall and it won't feel good but 1A division stays.

Toughest thing to do would be to add an area contest, prelims only for 1A. That sounds logistically difficult.
