It's supposed to be that you can do anything on the stage before you're announced, so tuning and a chorale are allowed, but typically judges will get their first impression from that sound.

I'd say do the individually tuning at the warm up room and just do some quick checks on the stage. You really want to make sure the balance is okay and no one is sticking out.
