My gut reaction: Give them the opportunity. The students of which you speak are not understanding the level of expectations. In one school we had success, we had interested students stay for individual help. We had some give recordings for evaluation. I let the students work independently for 5 minutes each day. There isn't one answers for all, it works for each school depending on the community support. One thing, once you have one "break the ceiling", others will join.
