If you read the Area Entry Form it asks that your principal certifies that all students are eligible. At least in Area E (South) we don't have to turn in an additional Form 1.

(Always been a bit of a headscratcher for me, but I just smile and nod and move on. We don't have to turn Form 1s in for State Solo and Ens either.)
