My philosophy is more about encouraging/empowering students to make good choices, hold each other accountable, and respect the program at the highest level. Each student is responsible for the overall discipline of the program and are dealt with individually when needed.
To your example, if a student misses an after school rehearsal, it's reflected in their grade and/or performance opportunity. If they miss a sectional, I'll allow them to attend a different sectional that is already on the schedule. If their absence was "with cause" and communicated in advance, they'll receive full credit. If not, they will receive a 70 for their attendance.
I *will not* require myself to be at the band hall so a student can "make up time" for a rehearsal that they chose to not attend. Once upon a time, I would schedule a "make-up" sectional, but those became more of a hodge-podge of students and weren't as productive as one might hope. It turned into a "scale jail" situation and that wasn't fun for anyone, including me!
