It's insane to me if you get someone who goes off on that idea though. The end is also traditionally acceptable if you follow Sousa's thoughts on programming.
I've ended with the march once or twice, it's usually my opener, but if it's a great barnburner march, the end makes sense too.
Ultimately there is NOTHING in the rulebook that says what order you have to do your program. If you get a judge commenting as mentioned it needs reported to the state. It probably won't change anything with your rating, but it should result in the judge getting a reprimand or prevented from judging in the future.
