ASMFC American Lobster Board Adopts 10% Reduction in Exploitationfor the Southern New England Stock

FOR IMMEDIATE RELEASE, NOVEMBER 9, 2011
Boston, MA – The Commission's American Lobster Management Board has adopted a 10% reduction in exploitation by all fishing sectors and all gear types starting January 1, 2013 as the first phase in the Board’s efforts to rebuild the Southern New England stock. The 10% reduction would come from changes in the minimum size limit, maximum size limit, and/or closed seasons.
State agencies will convene meetings of the Lobster Conservation Management Teams (LCMT) for Areas 2 through 6 to develop exploitation reduction plans consistent with the suite of approved options contained in Draft Addendum XVII. States are required to submit plans by December 24, 2011 for Technical Committee review.
The Board will consider final approval of the plans through adoption of Draft Addendum XVIII at the Commission's 2012 Winter Meeting.The Board also moved forward on the development of Draft Addenda XVIII and XIX to initiate the second phase of its rebuilding efforts. Both addenda will propose area-specific measures to scale the scope of the Southern New England fishery to the size of the resource. Draft Addendum XVIII will propose effort control programs for Lobster Conservation Management Areas 2 and 3. Draft Addendum XIX will include options based on recommendations from LCMTs for Areas 4 through 6, the American Lobster Technical Committee and the Plan Development Team. These options would include, but are not limited to, a minimum reduction in traps fished by 25%.
The Board's actions are taken in response to status of the Southern New England lobster stock which is at low levels of abundance and experiencing persistent low recruitment caused by a combination of environmental factors and continued fishing mortality. It is this low recruitment that is preventing the Southern New England stock from rebuilding. Under the assumptions of poor recruitment and high natural mortality, the Technical Committee is not certain the stock would recover to the target level under a total fishery moratorium.

THE WORDS UNDER THE ASSUMPTIONS ..THERE ONLY ASSUMUING ..BUT THERE A TECHNICAL COMMITTEE THERE NOT CERTAIN? HOPE THERE NOT GETTING PAID BY MY TAXES FOR THERE ASSUMPTIONS.NOT SURE ? MAYBE?.OF HIGH NATURAL MORTALITY...WHAT DOES THAT MEAN? NOTHING DIES .OF.HIGH MORTALITY...THERES A PROBLEM...GET SOME ONE IN THAT CAN FIND OUT WHY..THERE IS SUCH A HI MORTALITY..ITS NOT NORMAL..I AM JUST READING BETWEEN THE LINES.AND TRYING TO FIGURE OUT WHAT YOUR TRYING TO TELL US..FIRST YOU HAVE TO FIND THE PROBLEM THATS KILLING OFF THE LOBSTERS.ENVIRONMENTAL FACTORS THATS THE REAL PROBLEM..I DO NOT THINK ITS OLD AGE

I am pretty sure we don't have a problem in NJ but from what I understand Northern NJ is combined with NY, etc. They had a big kill off a few years ago (west nile spraying?)so the numbers are down in that area. From the commericial lobster fishermen I have heard there were a lot of lobster this year. Divers seemed to do well too. Its like the fluke regulations, unless you can afford to do your own research we have to live with the NMFS's faulty research. The other factor in my opinion is the Area 1 (Maine area) where it seems most of the lobster come from would really like to shut us down completely. This is pure greed on their part but they seem to control the regulations. From what I have heard at meetings etc the sport diving community take less than 1% of the total catch. If you figure it out pound for pound we have also given up the most. Larger min size, max size females then max size males, 6 lobster limit, etc. Jack fullmer is the sport diving representative for NJ and has been doing a lot of work on our behalf. I don't think we can thank him enough. Without his hard work we would not be able to take any lobster at all. Anyway that's my opinion!

It was Long Island Sound that has had the die-off and temperature in shallow waters problems since 1996. Southern New England covers the areas from Cape Cod to Cape Hatteras. Here are some documents for some background:

Last time I dove it I found 6 good holes but since then we have not had any decent vis to dive it. Its a one guy dive and it's Jacks first choice every time. Hopefully we will get good diving weather soon. The slip is open at Main One but I want to have good weather so I can dive my way up. This weekend does not look good for us due to the weather. Next weekend we have company all weekend. I have to work this Sat also-- Work sucks!!!!!!!!!!!! NJ diver -- Thanks for the additional information
