It does displace water that's already there, but the residue left after the distillates evaporate will eventually bead up with tiny water droplets and cause pinpoint rusting. It might be helpful to find out the views of military ordinance technicians, the people who actually have responsibility for weapons maintenance.
Pentagon procurement officers are another category entirely, and the rocket story is an old one that has undoubtedly made millions for the manufacturer of that stuff. I'd tend to be suspicious of any product purchased in quantity by the Pentagon. People use it because it the product in plainest view in every store. It's not to be trusted. Do some research on specialist web sites. There will be lots and lots of repetitions of the rocket story, but dig deeper.
