Foxtail's long, wire-like leaflets that hang down about 6 ft

Hi all. Foxtail question: Do they have long, wire-like leaflet strands that hang down about 6 ft? The 1 or 2 that are closest to the petiole. What is the purpose of these strands? If this is a Foxtail. That's the closest I've been to one. It was at a gas station inland from but near one of the Palm Beaches in FL. I've also posted the GPS info from the pic.

Note the concrete (Hurricane-proof) light post to the left of it.

Some fast food restaurants in south FL have these palms. Many had a yellow hue to them. I couldn't tell whether they were small Royal Palms or another variety altogether.

The Royal palms were always so impressive as a kid going to Florida for the first times...

Some kind of parasitic plant? My next guess is old inflorescence?

That is a foxtail palm. A lot of them have a yellowish tinge because they require a lot of fertilizer.

The stuff hanging down is normal. I think it is the part that holds the frond together before it actually opens up.

It just is part of the developing frond as it emerges

The filaments are part of the developing frond as it emerges. The filaments run the length of the frond, connecting all the leaflets. As the individual leaflets separate, the filament separates from the frond and just hangs down, eventually to fall off or rot away.
