Foxtail's long, wire-like leaflets that hang down about 6 ft

Hi all. Foxtail question: Do they have long, wire-like leaflet strands that hang down about 6 ft? The 1 or 2 that are closest to the petiole. What is the purpose of these strands? If this is a Foxtail. That's the closest I've been to one. It was at a gas station inland from but near one of the Palm Beaches in FL. I've also posted the GPS info from the pic.
Note the concrete (Hurricane-proof) light post to the left of it.
Some fast food restaurants in south FL have these palms. Many had a yellow hue to them. I couldn't tell whether they were small Royal Palms or another variety altogether.
