Maybe for NC. Not long ago Wilmington (Delaware) had an 8F morning low in the first couple weeks of March, and teens are possible here into April.
People here put their vegetables in their gardens between April 20 and 30. But even light frosts can occur into May.
So, I think I'll wait til Memorial Day to call this winter over & done with.
