I knew that Alfred was a choice but always heard that the major powers UK, Russia, Germany, agreed that no member of their families would be selected as king of Greece.

Wouldn't King of Greece be more prestigious than a mere Duke of SCG ? After all, V&A had two other sons to step on Alfred's shoes on the Coburg throne (as eventually happened)
In the case of Prince Wilhelm, the National Assembly wasn't given much of a choice by the guarantor powers. Their first choice (was probably a republic, but that being unacceptable to the powers) was Prince Alfred of the UK. As many posters and lurkers here will know, his mother Queen Victoria declined on his behalf because the late Prince Albert had arranged with his brother for Affie to succeed to the throne of Coburg.
