The initiative on this lays with the government. They are the ones looking into changing the succession to peerages to gender neutral. As HM has kept the traditional male line only set up for the Royal Dukedoms she has bestowed she isn't that interested in altering it. She made Anne Princess Royal in the 1980's but could have chosen to give Anne and not her husband a peerage. She did not do this for her granddaughters either so HM is more traditional in this but as a constitutional monarch will adhere to any chance made by Parliament. She did so when the rules applied to the House of Lords were changed.
If the Queen decided that she wanted Beatrice to succeed to one or other of her father's peerages she could simply re-invest him with the peerage with a remainder, in the absence of a son, to his daughters a la Mountbatten of Burma, Fife etc. Or she could invest him with a new peerage with the remainder to his daughters.
And, Johan, although I know that some people insist that each extant peerage would have to dealt with separately I can see no reason why. If the Queen assented to legislation that established that women have equal succession rights to men and that henceforth succession to all extant peerages will be gender blind that is what would happen.
Indeed, I wonder if she would need legislation. Perhaps she could could just announce it. She is the font of honours, after all.
